ABTA is putting together the final details of its writs against British Airways, Virgin Atlantic and Lufthansa over the separation of Passenger Service Charges.
Chief executive Ian Reynolds said: “We still have one or two details to tie up.”
ABTA claims airlines are breaching International Air Transport Association resolutions by refusing to pay commission on PSC.
It says under IATA resolution, airlines must pay commission on all parts of a fare excluding taxes.
Meanwhile, Reynolds said he was relieved there were no unwelcome surprises for the travel industry in the budget.
He said changes in the tax system which give people more expendable income might boost holiday bookings.
“I also think some of the initiatives for small businesses will help out ABTA members,” he added.
