JERSEY European Airways expects the Jersey Transport Authority to allow it to sell seats from the Channel Island to Southampton by the end of this month.
General manager Channel Islands Ian Taylor said he expects the JTA to ignore objections from current operator KLM UK who is concerned about overcapacity.
JEA was stopped from selling tickets earlier this winter by the JTA. The authority objected to JEA promoting Jersey flights to Southampton via its thrice-daily Guernsey service as it did not have a licence.
JEA has now applied to operate direct double-daily Jersey-Southampton flights.
Meanwhile, JEA will launch double-daily Norwich and Glasgow flights to Birmingham this summer.
Taylor said the strategy was in line with its policy to feed UK regional flights into Birmingham as it does from Exeter.
