The government has launched a ten-week consultation on proposals for emissions trading among airlines.
The move comes ahead of the aviation industry joining the European Emissions Trading Scheme in 2012.
The Environment Agency will regulate the scheme and is likely to have powers to seize the aircraft of airlines that exceed emission caps.
