A railway station near Leeds Bradford airport is one of three being proposed as part of a £270m transport plan in Leeds.
The new station about one mile from the airport would also act as a park and ride for commuters to Leeds and Harrogate.
The new Airport Parkway station would be built on the existing Leeds to Harrogate line.
Money from the West Yorkshire Combined Authority and the private sector would also contribute to the £270 million cost, according to Leeds City Council.
Stations at the city’s White Rose shopping centre and at Thorpe Park are also planned.
They are to be part-funded by money for the city’s rejected trolleybus scheme.
Leeds got about £174 million from the Department for Transport for the trolleybus project to be used by 2020-21 but it was abandoned after being rejected by the Department for Transport on May.
The new rail proposals are to be considered by councillors on December 14 and if approved would go to the DfT.
